These services are governed by a representative elected by the local Aboriginal community from the Aboriginal Board of Management.

The Aboriginal and Torres Strait Islander Health Award also covers labour hire businesses and their employees who:
are placed within an organisation in the Aboriginal community controlled health services industry, or
work as Aboriginal and/or Torres Strait Islander health workers or health practitioners.
The same applies to group training services and their trainees.
